The Governance Global Practice (GOV)
GOV helps countries build capable, effective, accountable, transparent, and inclusive institutions that deliver citizen-centric services, facilitate private-sector growth, and build trust in Government; and provides fiduciary support to all Bank operations.
GOV brings together professionals in public financial management, taxation, public management, regulatory policy, transparency, digital governance, law and development, anticorruption, performance management, monitoring and evaluation, and social accountability to develop innovative, integrated solutions to pernicious institutional problems. The practice utilizes a problem-driven, diagnostic approach, combining global comparative knowledge of reform successes and failures with keen understanding of the institutional challenges and opportunities of developing countries.

Governance and Institutions are fundamental for inclusive and sustainable development. Recognizing the need for more ambition, the work on this important agenda is being scaled up and reorganized around the following three global units: public institutions, public administration, and public finance and procurement. These units will jointly push the frontiers of global knowledge and support country and sectoral teams to enable them to help client governments in thinking through and addressing critical governance challenges, so they can meet the growing demands and expectations of their citizens.
The Public Institutions unit focuses on more transversal and integrative functions and innovations. The Unit provides an analytical approach to analyze governance in public institutions through data and analytics. The PI unit is responsible for strengthening the data and analytics agenda in Governance, providing strategic support for cross-cutting governance engagements with a focus on how data and evidence can improve the functioning of public institutions. The unit delivers on three main programs: global trends in governance, country level data and analytics; Climate Change and Governance. The latter program is done jointly with the other units in Governance.
The Public Finance and Procurement unit brings together the revenue and spending sides of the budget, including procurement and public investment management, to strengthen the design, development and administration of public finance and procurement policies, systems, and processes to achieve better value for money, and improve fiscal management and service delivery.
The Public Administration unit focus is on building efficient and effective national and subnational bureaucracies, marked by integrity and transparency, with strong and predictable legal and judicial systems, that deliver services efficiently and drive innovation.
The Public Institutions global unit (EGVPI) is seeking a Senior Economist/ Senior Public Sector Specialist. Reporting to the EGVPI Practice Manager the Senior Economist/ Senior Public Sector Specialist will be based in Washington, DC.
Responsibilities
• Contribute to the analytical and data work of EGVPI.
• Contribute to flagship reports, global reports and background papers.
• Lead the development, technical delivery, and dissemination of high-quality knowledge products and presentations in collaboration with relevant partners and contribute to the management of budgets and resources to achieve this.
• Develop and lead the GOV data hub that will curate Governance and Institutions data as well as develop new data collection and analytical tools.
• The role includes coordinating with teams across Global Practices and the Bank.
• Contribute to governance country diagnostics, building on the Country Level Institutional Assessment Review and other GOV knowledge products.
• Review of select country strategy documents (SCD/CPF/CCDRs) and in governance and sectoral analytics.
Selection Criteria
• Master’s degree in a relevant field (e.g., Economics, Public Finance, or Political Economy). A Ph.D. Degree is preferred.
• At least 8 years of experience in one or more of the following areas: policy analysis and policy process in the public sector; data science and use of big data analytics to solve governance problems including on climate change.
• Strong experience and global knowledge in one or more of the following Governance areas of focus including public policy, public institutions, public sector economics, public administration, public finance management, fiscal and institutional decentralization.
• Experience/knowledge in governance in sectors and service delivery.
• Analytical and quantitative skills for policy, economic and financial analysis. Experience/knowledge of micro data analytical tools (e.g., Stata, python, R).
• Able to work independently and effectively both remotely and face-to-face.
• Effective communication skills, including the ability to write quickly and concisely on a variety of topics in a well-structured manner and deliver complex concepts and messages orally in an understandable and compelling manner. Evidence of policy or academic publication/s would be a plus.
• Strong integrative skills – Demonstrates ability to think and work across WBG (World Bank Group), practices and sectors; integrates divergent viewpoints of multiple external and internal stakeholders into a coherent project/program/strategy.
• Dedicated team player – Collaborates within teams and across boundaries, gives own perspective and willingly receives diverse perspectives; multicultural perspective, ability to interact effectively with client countries and colleagues from various cultural backgrounds.
• Language Skills: English required. Fluency in another official bank language (Arabic, Chinese, French, Portuguese, Russian or Spanish) would be an advantage.
