OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate for the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This position-specific job opening is being advertised for the position of Programme Management Officer in New York at UNHQ. The incumbent will report to the Lead of the Organizational Culture Team in the People and Culture Section.
Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties:
- Participates in the development, implementation and evaluation of organizational culture programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Identifies, defines, and implements data analytics projects in support of the implementation of the OCHA People Strategy and in particular in the areas of organizational culture and diversity, equity, inclusion, and anti-racism.
- Designs and develops interactive and informative data visualizations, dashboards, and reports using digital tools such as Power BI, Tableau, Qualtrics, or similar to ensure that data visualizations and interfaces are user-friendly, intuitive, and accessible to various stakeholders, platforms, and devices.
- Contributes to the conceptualization and creation of internal communication and outreach activities.
This will include developing engaging multimedia content including videos, infographics, flyers, brochures, and other visual/audio materials as well as drafting content for internal communication materials.
- Plans and facilitates workshops, focus group discussions and other interactive sessions and assists in developing the action plan the client will use to manage the change.
- Researches, analyzes and presents information gathered from diverse sources.
- Assists in development of policies and internal frameworks, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
- Undertakes survey initiatives; designs data collection and monitoring tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions and recommendations.
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five (5) years of progressively responsible experience in project or programme management, administration, or related area is required. Experience in human resources, change management initiatives or organizational development is required. Experience in identifying, interpreting, and communicating data is required. Experience in conducting statistical analysis is required. At least two (2) years within the last five (5) years of international field experience within the context of humanitarian or development affairs is desirable. Experience in developing communication strategies, activities and content is desirable. Experience in a humanitarian context within the UN common system or other comparable international organization is desirable.
Languages
French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.
Assessment
The evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds.
