Program Specialist, Community Case Management – Malaria & Neglected Tropical Disease

PATH is home to the Malaria Control and Evaluation Partnership in Africa (MACEPA) which works closely with National Malaria Control programs in Africa to strengthen data systems and data use to better inform strategies and targeting of resources to reduce burden. Key components of this work are to generate evidence on novel and existing malaria tools to guide decision-makers, and to work with donors to ensure the resources needed to implement these interventions are available. 

OIPH is currently recruiting a Program Specialist, Community Case Management to support its growing malaria portfolio in Nigeria. The Program Specialist, Community Case Management will support the coordination of resources, systems, and activities for project start up, specifically aimed at efforts advance and expand access to care through Community Case Management (CCM). Additionally, the candidate will work closely with the Senior Technical Program Manager and the MACEPA global team to ensure that project start-up CCM activities are implemented effectively, and key challenges are identified and addressed. The candidate will also work closely with the NMEP and NPHCDA to advance and coordinate activities identified under the recent CCM assessment and during the implementation of future CCM workforce and commodity assessments. The role will report to the Senior Technical Program Manager in Nigeria.  

Responsibilities:   

  • Provide direct support and coordination to the Senior Technical Program Manager and MACEPA CCM team to start-up prioritized work plan activities.  
  • Serve as a liaison between the MACEPA-Nigeria team and the MACEPA global team and maintain regular communication to provide support and guidance for programmatic issues related to CCM activities.  
  • Work with the NPHCDA and NMEP to coordinate efforts to advance recommendations from the CCM assessment and improve CCM alignment with strategic goals based on SNT guidelines.  
  • Support efforts to expand CCM coverage across Nigeria and identify key gaps in scale-up.  
  • Support to development of CCM assessments and analytics, including community workforce and commodity assessments and community digital health assessment.   
  • Partner with government and key stakeholders to ensure funding for CCM efforts is coordinated, including identifying funding and resources.  
  • Support government and partners to integrate community-level reporting (either CHIPS, volunteers or general ICCM service delivery agents) to better understand the level and depth of community service delivery. Assist in translating these data into better advocacy efforts for NMEP and NPHCDA. 
  • Maintain an active knowledge and understanding of PATH policies and procedures as well as donor rules and regulations; seek out guidance from the relevant authority to resolve policy questions.    
  • Any other duties as may be assigned by the Sr Technical Program Manager.  

Required Skills and experience: 

  • Bachelor’s degree in public health, Statistics, Demography, Social Sciences or Equivalent; MBBS preferred 
  • Professional experience of at least (03) three years in a similar position, in governance and program management and coordination. 
  • Demonstrate proficiency in the use of Microsoft Office Word or comparable professional software package—specific competence in the use of Microsoft Word, PowerPoint, Outlook and working knowledge of Excel.  
  • Public speaking ability, good presentation skills and ability to facilitate training is highly desired. 
  • Ability to travel domestically up to 25% of the time.
