This position is located in the Office of the High Commissioner for Human Rights (OHCHR), Field Operations and Technical Cooperation Division (FOTCD), Emergency Response Section (ERS), Investigations Support Unit (ISU). The incumbent will work under the direct supervision of the Coordinator of the Investigations Support Unit and in close collaboration with the Administrative Officer, who is leading the Administrative Support Cell.

Responsibilities
Within delegated authority, the Administrative Officer will be responsible for the following duties: Budget and Finance
Support with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.
- Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
- Defines requirements and work with systems units with respect to improving budget reporting systems and cost effective utilization of program resources.
- procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.
- Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
- Provides guidance and leadership to more junior staff. Human Resource Management
- Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
- Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. General Administration
- Undertake work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
- Reviews adequacy of departmental space requirements.
- Engage in the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
- Performs other related work as required.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required. A minimum of three years of experience working in the United Nations Common System or a similar international organization is desirable. Experience in preparing work programmes and/or budgets is desirable. Experience with handling administrative functions relating to human resources management is desirable. Experience working with an Enterprise Resource Planning (ERP) system is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
THIS POSITION IS TEMPORARILY AVAILABLE FOR THREE MONTHS, SUBJECT TO AVAILABILITY OF FUNDS. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade.
